Emma Daly, the director of Human Rights Watch, denounced in The Washington Post that in 1990 while she was writing for the Tico Times in Costa Rica Oscar Arias touched her breasts.
This happened during an interview in the lobby of the Intercontinental Hotel in Managua. Arias was there during the electoral process. She asked him a question he did not answer. He instead exclaimed, “You do not wear a bra” and ran his hand over her breasts.
She did not make a formal complaint at the time because nothing much could be done. At the time this was not something out of the ordinary in Central America, unfortunately.
